The world has entered a new century of conflict, an era in which cooperation and competition intertwine. Strategic battleground has expanded into outer space and cyber space. Strengthening economic and industrial capabilities, as well as developing cutting-edge technologies, has become an urgent task for the national security. Against this backdrop, economic statecraft has become a pressing subject.
Amid such rapid changes in the strategic environment, advanced technologies, in particular, have already become dual-use, and their development and application have imposed profound impacts upon both civilian industrial competitiveness and national security capabilities. Tripartite collaboration amongst government, industry, and academia is re-integrated and re-energised, with its values highlighted.
With a view to accelerating economic statecraft policies in and around Japan, we have established “The Institute of Economic Statecraft”. To achieve its goal, our institute will mobilize investors to drive public-private collaboration in both industry and information sectors, as well as to enhance tripartite collaboration in cutting-edge technology development. We have set this broad-ranging penetration capability as our core competency and, will advance research and surveys on economic statecraft, presenting our recommendations and proposals for economic statecraft policies.
We research and provide insights from domestic and international trends of economic security policies being discussed in various countries. Throughout these activities, we assist government agencies in formulating policies with an awareness of international cooperation, as well as private companies in their business continuity plans (BCPs) and compliance measures for their economic activities.
We conduct research and surveys on global R&D trends in cutting-edge technologies which impact economic security and industrial competitiveness, with a focus on Specified Critical Technologies such as artificial intelligence, cyber security, semiconductors, aerospace and marine technology. We also promote research and development of related technologies, then preserve and utilze intellectual properties. These activities enable us to provide new insights for public sector’s policy making and for private sector’s business creation.
We organize research study groups to expand our network with various domestic and international stakeholders, increase opportunities for the activities, and enhance our capabilities. We also hold symposiums and other events to disseminate outcomes of our activities to a wide range of external audiences.
